No longer able to disable Flash

As part of our browser testing we test what happens when Flash isn't installed.  I used to be able to disable Flash on IETester via Internet Options / Programs / Manage add-ons but this no longer works.  It shows the Flash add-on as disabled but Flash still runs.

I have IE9 installed and I am able to disable Flash on there.

The last time I was testing a release in October 2011 this was possible. I've had several Flash upgrades since then but haven't upgraded IEtester since.

I'm running

Vista 64bit professional
IETester 0.4.11
