Does IETester abide by Microsoft Licensing rules?

I was told that to run IE6 legally at my workplace for testing, I would need to install Windows 7 (Using VirtualBox because my desktop is Ubuntu), then download a 300Mb Windows XP image from Microsoft in order to get IE6.

So does IETester conform to Microsoft's licensing rules?
Is Microsoft's official opinion on IETester known?

Hi,

IETester can be seen as an illegal software because it violates Microsoft EULA.
Anyway, Microsoft never contacted me to stop publishing it. I suppose I'm too small for them and they don't care much. But it is still not legal.
