IE8 tab can't be opened and IE9 tab is grayed out in XP Mode

In XP Mode (Windows Virtual PC) of Windows 7, there are two issues:

* IE8 tab can't be opened. There is an alert box said: "Unable to load the requested IE Version".
* IE9 tab is grayed out.
